In addition to revising telephone laws and removing long-standing monopoly protections, the Telecommunications Act immediately ended federal controls on cable television rates for systems in small communities; in March 1999, it will remove federate rate regulations on most cable television services in other systems. What effect will the new law have on consumers? Will cable television rates go up? Will consumers have greater choice? To better understand the possibilities, the authors survey cable television's experience with government deregulation in the 1980s and reregulation in the early 19902. The authors examine the prospects of newer technologies and predict that in the next few years the market is likely to become more competitive through the development of direct broadcast satellites, telephone company broadband networks, and wireless cable. They conclude that the risks of deregulating cable are likely to be small, especially compared with the costs of trying to control the rates of such a diversified and rapidly innovating service.
